To avoid adding an extra layer of probability. You could add them separately, but each would happen with 50:50. Alternatively, you could imagine he just opens the lowered numbered door when he has a choice.

Yet another way is to point out that the case where he reveals the car are left off the table as well. (Again, that is physically possible but happens with probability 0.)
